In order to determine where it is going, a municipality needs to know exactly where it stands, then determine where it wants to go and how it will get there. Rather than making ad-hoc decisions on an issue-by-issue basis, a strategic plan assists and guides a municipality in determining its future as a community and government.
The City Manager is responsible for the implementation of the City Council's goals, policies, and directives. With this goal in mind, the City Manager advises and makes recommendations to the council concerning policy issues; Provides leadership and support to the department heads and other City staff; And, works with all departments to ensure that goals are met and that services are provided within budget and time allocations.
Mr. Bartholomew’s municipal career includes serving as Assistant City Manager, City Development Director, Chief Building Official and Housing and Construction Manager for Sterling Heights, Michigan. Joining the City of Des Plaines in 2010 as the City's Director of Community and Economic Development, he was appointed to the position of City Manager in 2012 where he serves today.
