Job Posting: Director of Human Resources
The City of Des Plaines (pop. 56,945) seeks an innovative and
energetic professional to provide leadership and counsel in the
management of its human resource operations. Located 17 miles
northwest of Chicago, Des Plaines is a vibrant community with over
15 square miles of residential, commercial, and industrial uses
operating under the City Manager form of government. The city has a
total 2008 budget of $127M, an operating budget of $56M, and 360+
full-time employees employed across eight major departments and
represented by six collective bargaining units. This position serves
as the organizational leader and key advisor to the City Manager,
Assistant City Manager, and other management staff on all human
resource and labor relations matters to include: the recruitment and
selection of staff; policy development and implementation;
compensation and benefit plan design and administration; employee
development and training; collective bargaining strategies and
contract administration; and risk management programs. Reporting to
the Assistant City Manager, the Director of Human Resources
supervises an immediate staff of 3 employees within the Human
Resources Division with a 2008 budget of $520K. Ideal candidates
will have at minimum a bachelor’s degree in human resource
management or a closely related field with a master’s degree
preferred, and at least seven years of progressively responsible
experience. Professional certification(s) in human resource
management is also desirable (i.e. PHR, SPHR, etc.). Salary range
for 2008 is from $88,368 to $114,878; starting salary is dependant
upon qualifications and experience and includes an excellent benefit
package. Residency within the City of Des Plaines is preferred but

Recruitment Profile:
Introduction: This recruitment profile outlines the factors of
qualification and experience identified as necessary and desirable
for candidates for the Director of Human Resources position. In
addition, this profile will be used as a guide in the recruitment
process, providing specific criteria by which applicants will be
screened for interview and selection consideration.
Role within the Organization: The Director of Human Resources
position serves as the organizational leader and key advisor to the
City Manager, Assistant City Manager, and other management staff on
all human resource and labor relations matters, to include: the
recruitment and selection of staff; policy development and
implementation; compensation and benefit plan design and
administration; employee development and training; collective
bargaining strategies and contract administration; and risk
management programs.
Reporting to the Assistant City Manager, the Director of Human
Resources will head a division that is vital to the success of the
overall organization through the effective management of the systems
that support the City’s most vital resource – its employees. The
Director is charged with developing and administering the systems
and processes necessary to attract, develop, retain and support a
workforce of the highest caliber for the City of Des Plaines. With a
2008 budget of $520K and a support staff of 3 employees, the Human
Resources Division is responsible for providing high quality
integrated services and support to City departments, employees and
potential employees in a manner that promotes a strong customer
service orientation.
Education and Experience: The following factors of education and
experience have been identified as ideal attributes for the Human
Resources Director to possess in order to function effectively and
achieve a high level of success in the position. Equivalent
combinations of education and experience will be considered.
A Bachelor’s Degree in Human Resources Management, Labor
Industrial Relations, Public Administration, or a closely related
filed is required, with a Master’s Degree preferred.
Possess strong leadership and management skills, with a minimum
of five to seven years of progressively responsible senior
management experience in human resources, public administration or
general executive management in an organization of similar size
and complexity.
Be a seasoned Human Resources Executive who can demonstrate
thorough knowledge of current practices, "best practices" trends,
systems and tools used in Human Resources administration in all
functional areas, including recruitment,
classification/compensation, employee relations, benefits,
training and labor relations.
Have worked successfully in a unionized environment and possess
thorough knowledge of techniques and practices of labor relations
operations, including accepted methods of labor relations
processes and practices.
Have considerable experience conducting labor negotiations,
arbitration, grievance resolution, and contract administration
with multiple labor unions.
Have expert knowledge of and possess the ability to interpret
and apply complex federal, state and local regulations to assure
conformance with the law and current personnel practices. Be
knowledgeable of and sensitive to the complexities and
precedent-setting nature of decision-making in such an
environment.
Have a successful record of building partnerships, and
interacting in a constructive, cooperative and mutually supportive
manner with other Departments within the organization as well as
with elected officials.
Have experience in preparing effective written and oral
presentations to all levels of officials and employees in the
organization.
Be experienced in and supportive of diversity in the workplace
and have a successful record of equal employment program design
and implementation.
Have demonstrated ability to provide strategic leadership, to
"see the big picture" as well as to conceive and develop detailed
and innovative solutions to various Human Resources issues and
problems.
Have knowledge of an experience with assessing training needs
on an organization-wide basis and developing cost-effective
training programs for employees.
Have experience in developing and managing large budgets as
well as marking and defending recommendations for resource needs
to higher authorities.
Have a successful record of thinking creatively and going
beyond the traditional Human Resource methods and programs.
