Developer Information
Permit Plans
All Plans, spot surveys and As-Built drawings must be drawn in
Illinois State Plane NAD 83 coordinates (Northing and Easting) and
use the City of Des Plaines Benchmark System, which list all
elevations and Illinois State Plane coordinates. All plans must be
drawn at an acceptable scale of 1"= 10’, 20’ 30’, etc.
(Effective-January 1, 2006)
Plans received for permit approval by the City of Des Plaines
Engineering Department must be signed and sealed by a Licensed
Illinois Professional Engineer.
Plans must use City of Des Plaines
Standard Details and
Site Plans Standards found on
the City of Des Plaines Web Site or are available in the
Engineering Department for $2.00/ sheet.
Four (4) originals of submitted/complete sets of plans, 1
Digital Plan set, 5 copies of applicable permits (MWRD, CCHD, IEPA,
IDOT, etc.) and a building permit will need to be mailed or
delivered to the Community Development Department- Building and
Code Enforcement (B&CE) located at 1420 Miner Street, Des Plaines,
IL 60016. All re-submittals require four (4) complete sets of
originals plans and one (1) digital set.
The Engineering Department cannot accept plans delivered or
sent directly to the Engineering Department. All plans need to be
submitted to B&CE.
All applicable intergovernmental agency permits- (MWRD, CCHD,
IEPA, IDOT, etc.) must be submitted to Building and Code
Enforcement before the Engineering Department can issue approval.
Four (4) spot surveys must be submitted to Community
Development Department- Building and Code Enforcement, before any
framework can begin on the building. This spot survey should show
the top of the foundation grade and offsets off of the setback,
easement, and building lines.
Public Improvements
Public improvements include the construction of all utilities
within the right-of-way that will be owned and maintained by the
City of Des Plaines.
If you are constructing public improvements, inspections are
required to be done by personnel from the City of Des Plaines
Engineering Department. It is the Developer’s responsibility to
contact the Engineering Department at 847-391-5390 two (2) working
days in advance of any construction of public improvements to
arrange for required inspection(s).
Any public water main construction shall not commence until
the approved IEPA permit is on file in the Engineering Department.
Any public sanitary sewer construction shall not commence
until the approved MWRD permit is on file in the Engineering
Department.
Plan Changes
Contractors are only authorized to construct improvements as
shown on the plan as approved by the Director of Engineering.
Requests for design changes must be made by the Developer’s
Engineer to the Director of Engineering and may require additional
plans or calculations for approval. Any Public improvements
constructed contrary to the Director of Engineering’s approved
plans will be removed at the Developer’s expense.
As-Builts
Four (4) As-built drawings and 1 Digital Submission of the
public improvements constructed, certified by a Licensed
professional engineer or registered land surveyor of the State of
Illinois, will be required prior to acceptance of the public
improvements. This should mirror the approved permit plans.
Digital Plan Sets
Effective January 1, 2006, Engineering has the following
requirements for digital plan sets. All submissions should be on CD.
All digital drawings must be submitted in AutoCAD DWG format or
Microstation DGN format using NAD83 state plane coordinates.
Below is a list of all submissions that need to be in this
format:
All New Single Family Residences
All New Commercial Buildings
All Commercial Additions
All Residential Additions in the floodplain
All Residential Additions that expand the footprint by 50% or
more, whether or not in the floodplain.
All Residential Garages in the floodplain
