Housing Programs
The City of Des Plaines Department of Community and Economic
Development is collaborating with the North West Housing Partnership
to administer the following programs:
Supportive Housing Advocacy
This program is designed to assist people who have questions
about home repair projects and homeownership opportunities.
Examples of the housing oriented services include: obtaining and
evaluating contractor bids, selecting and preparing contracts,
mortgage default counseling, and mediating in the event of
disputes.
First-Time Homebuyer Program
This demonstration program is designed to promote affordable
homeownership by providing low and moderate-income households with
financial assistance to pay for up to 50 percent of their
down-payment and closing costs, up to a maximum of $5,000.00.
Applicants must be income-eligible, meet federal standards for
first-time homebuyers (must not have owned a home in the past 3
years), and must be able to qualify for first mortgage financing.
The program will be targeted towards households that have lived in
Des Plaines for a minimum of one (1) year, or have a head of
household (husband or wife) that has worked full-time (35 hours
per week or more) in Des Plaines for a minimum of one (1) year.
Properties purchased must be within the corporate limits of the
City of Des Plaines and may include single-family homes,
town-homes, duplexes and condominiums. Participants will be
required to successfully complete a homebuyer education and
training course prior to purchasing a home.
Emergency Repair and Handyman Grant Program
The Emergency Repair and Handyman Grant Program will provide
grants of $500 to $1,000 to eligible low-income City o Des Plaines
homeowners for emergency repairs and repairs of minor code
violations, such as painting, partial window replacements,
replacement of water heaters, etc. The program will be targeted to
homeowners who need to make emergency repairs required to maintain
the health and safety of the premises, and to homeowners with
small-scale repair jobs not appropriate for the Home Repair
Program. Housing inspectors will verify emergency situations. The
assistance will be provided in the form of a grant, with no
repayment required.

Center to administer the
Fair Housing Counseling Program:
The Fair Housing Counseling Program offers low-income residents
free comprehensive counseling on housing-related issues. Examples
of types of assistance offered by the sub-recipient agency include
H.U.D. certified mortgage default counseling, Home Equity Mortgage
Conversion (HECM) counseling, emergency rental and mortgage
default assistance, information on tenants rights, tenant-landlord
mediation, information and referrals to low income and subsidized
housing programs, assistance in applying for rental subsidies, and
counseling on fair housing and anti-discrimination laws.
