The City of Des Plaines Department of Community and Economic
Development is collaborating with the North West Housing Partnership
to administer the following programs:
Home Repair Program
The Home Repair Program provides single-family homeowners with
0% interest, deferred, forgivable loans to correct code violations
and other essential home repairs. Low-income homeowners are
eligible for repair costs up to $16,000. Moderate-income
homeowners may receive repair costs up to $8,000. Following
completion of the rehabilitation work, a lien is placed on the
property for the total cost of the work; if the homeowner does not
transfer title to the home within 10 years of obtaining the loan,
the lien lapses. If title is transferred within 10 years, the
homeowner is required to repay the loan principal in one lump sum
payment. No interest is charged and no monthly repayment is
required.
Emergency Repair and Handyman Grant Program
The Emergency Repair and Handyman Grant Program will provide
grants of $500 to $1,000 to eligible low-income City o Des Plaines
homeowners for emergency repairs and repairs of minor code
violations, such as painting, partial window replacements,
replacement of water heaters, etc. The program will be targeted to
homeowners who need to make emergency repairs required to maintain
the health and safety of the premises, and to homeowners with
small-scale repair jobs not appropriate for the Home Repair
Program. Housing inspectors will verify emergency situations. The
assistance will be provided in the form of a grant, with no
repayment required.

Center to administer the
Fair Housing Counseling Program:
The Fair Housing Counseling Program offers low-income residents
free comprehensive counseling on housing-related issues. Examples
of types of assistance offered by the sub-recipient agency include
H.U.D. certified mortgage default counseling, Home Equity Mortgage
Conversion (HECM) counseling, emergency rental and mortgage
default assistance, information on tenants rights, tenant-landlord
mediation, information and referrals to low income and subsidized
housing programs, assistance in applying for rental subsidies, and
counseling on fair housing and anti-discrimination laws.
