Job Responsibilities
Assumes, plans and directs all legal responsibilities for
municipal lawsuits. Prepares and gives legal opinions on all
phases of municipal government. Gives legal advice to the Mayor,
City Clerk, City Council, City Manager, Department Heads and all
other City Officials. Oversees all employees of the Legal
Department/City Attorney’s office. Drafts/oversees drafting of
municipal ordinances and resolutions. Attends City Council
meetings and any other official meetings at the request of the
Mayor.
Accomplishments as a Department Head
Drafted model ordinance used on a national basis by
municipalities seeking to control activities in massage parlors.
Addressed National conferences of attorneys reguarding
controling "adult" uses. Presented two papers to national lawyer
association meeting on controlling adult uses.
Implemented an Administrative Hearing Program
through the City Attorney's office in June of 2002. This program
replaced the Housing Court Program through the Circuit Court
system enabling citizens to have their cases heard in Des
Plaines without having to travel to Skokie.
Family/Personal Info
David lives with his wife Joyce. David is an
avid historical buff and is working on a book on the Civil War
based on his great-grandfather's letters to his wife and her
letter back to him as a Union soldier during the war. |
