Business Registration
Please be aware that the issuance of a
business registration certificate by the City of Des Plaines does
not waive or supersede additional requirements of the City Code,
Building Code or Zoning Ordinance which may apply to you or your
business.
Applications for Business Regulation Certificates can be printed
from our Online City Reference Desk section of our website.
This information sheet has been prepared to inform
you of the possibility that a building permit, Special Use permit or
parking analysis may be required before your business may open.
These permits may be applied for through the Department of Community
Development. Listed below are the two divisions within that
department followed by a general listing of requirement, which might
apply to you or your business.
Department of Community Development
Building and Code Enforcement Division Room 301,

Building permits are required for any remodeling
involving plumbing, electrical or structural improvements.
Construction or expansions of parking lots require permits.
Parking lots over 2,500 square feet in area must include storm
water drainage. All parking lots must be paved and lighted. Food
purveying establishments must be inspected and approved by the
Chief Sanitarian.

Special Use permits are required for gasoline
service stations, quick oil change facilities, class B restaurants
and new and used automobile dealers. Class B restaurants have the
following characteristics: customers are not provided with an
individual menu; are served with disposable containers; and
carry-out service is the predominant type of service. Special Use
permits are first considered by the Zoning Board of Appeals, with
consideration for final approval by the City Council. No business
operations can begin until a Special Use permit has been issued.
For all restaurants, no business operation can begin
before an off-street parking analysis is conducted. This analysis
will determine if there is sufficient parking for a restaurant, as
required by Zoning Ordinance. The Planning and Zoning Division
conducts the parking analysis.
