Downtown Des Plaines is comprised of a Tax Increment Financing district created in 1986 (TIF #1). It has subsequently been extended as allowed by State Statute for the maximum 35 year term. The TIF expires in the year 2021 and has been integral in helping to rejuvenate the downtown. Many projects have included streetscape and paving, as well as lighting and a new parking area surrounding the new downtown library project. This project was completed in August of 2000 and is anchored by our new 80,000 square foot library building. Surrounding the library is local retail and service establishments.
